kplc Icon ICT Consultancy at Kenya Power and Lighting Corporation (KPLC)
Kenya Power and Lighting Corporation (KPLC) transmits, distributes and retails electricity to customers throughout Kenya. The company has more than 7,000 employees across geographically disbursed locations throughout the country. KPLC provides energy services to more than 1.4 million customers. The company recorded a profit before tax of KSH 5,633 Million for FY 09-10.

Secure Tech carried out a detailed and comprehensive consultancy aimed at a complete review and revamping of KPLC’s large ICT infrastructure which is spread all over Kenya. The consultancy used detailed study of KPLC business processes, ICT systems, infrastructures including hardware and software
systems, network infrastructures, and HR profiles to come up with a detailed implementation plan and road map for KPLC.

The consultancy process was three-pronged. In the first phase, a conceptual roadmap was provided to KPLC management after a very thorough diagnostic study of existing KPLC assets. This conceptual framework included a ‘laundry list’ of several ICT applications and initiatives that could add value to KPCL in terms of its strategic objectives of greater customer acquisition, revenue maximization and cost reduction. Several ‘out-of-the-box’ and futuristic initiatives were also included, aimed at encouraging forward-looking thinking within KPLC so that all ‘possible’ options could be weighed and analyzed before focusing on the ‘probable’ options for actual implementation.

In the second phase, a subset of the more significant as well as more rapidly implementable ICT systems was finalized in consultation with KPLC, and detailed technical specifications were generated which could easily be converted into legal RFP documents.

The final phase provided budgetary analyses of each of these ’selected’ systems and came up with budgetary estimates which KPLC management could use to do budgetary planning and start procurement cycles. In this phase, key vendors in the major solution segments were discussed thoroughly with regard to their various merits and de-merits (technology, price competitiveness, support infrastructures, etc.). The widely reputed Gartner Magic Quadrant was extensively used in these analyses.

 

Kenya Icon Management & Execution Consultancy of the IPRS in Kenya
The Integrated Population Registration System (IPRS) is a department under the Ministry of State for Immigration and Registration of Persons (MIRP) Kenya that has ownership of the National Population Register (NPR) containing personal data on all Kenyans and foreigners resident in Kenya. The NPR is currently linked to all primary registration agencies (PRAs) for purposes of information sharing.
Secure Tech has been tasked by the Kenyan Ministry of Immigration and Registration of Persons through the office of the Director, Integrated Population Registration System to provide consultancy services with the objective of fully operationalizing the IPRS system which has been separately developed and commissioned by a third party vendor. The one year consultancy envisages a detailed diagnostic gap analysis of the current state of functionality, performance, scalability, and service delivery preparedness of IPRS and identification of possible remedial measures to address hardware, software, network, HR and policy bottlenecks which are hampering regular smooth operations of IPRS so that IPRS service delivery to its various and diverse client stakeholders can begin in earnest. The IPRS is a very significant technology initiative of the Government of Kenya which shall bring together disparate data from various primary and secondary data sources on to a common platform from where integrated data-driven services can be offered to Kenyan citizens and agencies/organizations in both the public and private sectors. The consultancy therefore aims to encompass stakeholders from both PRAs/SRAs as well as private actors like Telcos, ISPs and banks so that the full benefits of IPRS can be enjoyed by the citizens.
