Secure Tech Consultancy has successfully conducted a pilot of Biometric Voter Verification System (BVVS) in NA-120 constituency in Lahore on 17th September, 2017 to test the feasibility for the use of BVM in Pakistan electoral system futuristically. The pilot for the Biometric voter verification was held at 39 polling stations with 100 BVM at designated polling booths earmarked by the Election Commission of Pakistan (ECP).
The pilot project achieved its key purpose of verifying voters through Biometric Voter Verification Machines successfully with success ratio of 90%.

Secure Tech Consultancy (Pvt) Ltd has been awarded the contract by Election Commission of Pakistan for implementing and deploying a complete solution for Biometric Verification of the voters for pilot project of Elections of National Assembly and Provincial Assemblies of Pakistan.
The contract requires the delivery of the biometric verification system and 100 devices to be used as Pilot in the next bye-elections to validate the accuracy and efficacy of the system. This system is fully functional and operative at all the designated DHQ and THQ hospitals across Punjab according to desired functionality. It will help to determine the attendance of all the Hospitals staff in THQ and DHQ including Doctors, Nursing Orderly, Guards, Dispensers, Health Visitors/mid wives etc at their posted location using the biometric verification.
Employees use their fingerprint impression to mark the attendance as a primary option, along with other secondary options including CNIC and/or PIN number.

Secure Tech Consultancy demonstrates its Secured Electronic Voting System at a separate location during the By-Elections held in Multan.
The Election Commission of Pakistan (ECP) invited Secure Tech Consultancy along with other local and international companies for the test-run of prototypes of electronic voting machines during the bye-elections of Provincial Assembly held in Multans constituency PP-194 on 26th April 2012. The objective of the test-run was to encourage the voters, political parties and concerned officials to use the electronic voting machines and observe their feedback in order to help Election Commission in deciding to use them for the next general elections. Fictitious symbols and names of nominated candidates were used to conduct the electronic voting at the polling station to avoid any confusion with the actual polling. This is a step towards putting the countrys electoral process at par with electronic voting in developed countries and Secure Tech demonstrated its solution with full capability to fulfill the mission of ECP.
Our Secured Electronic Voting System (SEVS) provided valuable improvements compared to paper-based voting system through an automated, secure and transparent process of elections. The SEVS is designed and developed with aim to help Election Commission of Pakistan with more accurate results and election management. The system provided a user friendly and touch based interface to voters to cater for the high percentage of uneducated population in the rural areas. The systems interface contained pictures and symbols with written and audio instructions in all local languages to provide a more interactive experience for the voters.

Secure Techs SEVS enabled the presiding officer with voter verification through CNICs to avoid multiple voter registrations attempts, thus ensuring One Voter-One Vote. SEVS also supported both online and offline communication, thereby allowing citizens from different backgrounds to cast their vote. The system provided maximum redundancy through printing of individual slips which also provisioned manual vote count.

The SEVS also provided advanced features of voting results, audit trails, audio tutorials and guidelines to provide the most efficient process for voting. Final voting results were displayed, secured and system also provided the option to send these results through an SMS via a short code to the Election Commissions main terminal.

The demo of the Electronic Voting Machine was highly appreciated by all the visitors including voters, presiding officers, polling agents, officials of Election Commission and the media.

Confirmed order of large number of Biometric Verification devices from all 05 mobile operators has been awarded exclusively to Secure Tech Consultancy for real time verification of biometric system from NADRA for SIM based transactions by PMD. Secure Tech has developed a joint application for all 05 mobile operators in Pakistan. This joint application is capable of performing new SIM Sales and SIM Change services of all of the five operators using the common login. This can be done by capturing customer's fingerprint and 1:1 verification with National Database based on National ID Card. Moreover, Secure Tech is also responsible for all network related operations including Biometric Verification and Enrolment, software application development, middleware and backend integration with customer network. The two day conference gathered high level international government representatives and leading players in security, mobility and traceability to participate in the conference program. Its closing session was the CEO vision for the future on four different topics that is smart Cards, Biometrics, RFID and Imaging for the retail industry.
CEO Secure Tech Consultancy, Saleem Ahmed Moeen was one of the speakers at the CEO Vision Panel. He presented his paper on "The advantages of using Cards as the Acceptable Driver for the Conduct of Free and Fair Elections in the Foreseeable Future". The paper emphasis the fact that the Automatic identification technologies are becoming the acceptable driver for conducting free and fair elections in developing countries and Enrolment processes using card technology supported by multi-modal biometrics presents many advantages. Such a methodology is highly conducive to attract the developing countries population to get them enrolled. Once a data base is made with biometrics and elections are conducted with a high turnover it can become a strong fore-runner to full ID card scheme implementations.

Secure Tech Consultancy secures the project of National Entitlement Program Payment System for Iraq.
International Smart Card (ISC) Iraq has awarded the contract for National Entitlement Program Payment System to Secure Tech Consultancy (Pvt.) Ltd. to enable pensioners, widowers, war victims and welfare recipients with financial assistance through a biometric enabled payment system. This project encompasses the enrolment of citizens biometrics and biographic details on smart cards to claim the benefits by authentication and validation through the secured payment system. Secure Tech Consultancy is responsible for designing, developing and implementing the Enrolment Software to be deployed nationwide across 110 geographically dispersed locations in Iraq. Secure Tech Consultancy is also providing overall Project Management Services for ensuring that the complete project goes live within budget and prescribed timelines.

This is another big achievement for Secure Tech in the global arena, after winning and completing successfully the Consultancy Services for implementing the Integrated Population Registration System (IPRS) for Ministry of State for Immigration and Registration of Persons (MIRP) Government of Kenya.

Secure Tech Consultancy participated in ID World International Congress 2011 in Milan, Italy from 2nd to 4th December 2011, where our company showcased its ICT based solutions in the Exhibition. In his presentation, , Brig (R) Moeen discussed the plausibility and challenges of the futuristic cell phone serving the data acquisition needs of all citizen centric applications vis-a-vis a multi-purpose e-Terminal designed specifically for customers demographic, geographic and biometric data acquisition. Ltd. has been successfully awarded the project for the Management and Project execution consultancy for the Integrated Population Registration System (IPRS) through the Ministry of State for Immigration & Registration of Persons (MIRP) for the Government of Kenya. The contract signing was held on the 25th January, 2011 in Nairobi, Kenya. The IPRS project involves the review of the Logical Data Model, Process Flows, Administration and Procedures as well as HR capacity/Skill sets and Training needs to capture essential parameters in the re-designing of underlying software elements, so that IPRS can start giving full desired benefits. Secure Tech Consultancy shall look at the IPRS Model in terms of its capacity and readiness to generate and bill revenue-centric services, and to recommend system re-modelling steps to achieve the same. CEO SecureTech Consultancy presented another paper at the Security Document World in London which discussed the future of electronic identification cards and their link to the Citizen Centric Applications. An extract from his paper is given below: "The successful implementation of an ID card project entails maximum registration of the citizens, an aspect directly dependent on its need to the citizen. Any ID card program without a positive public perception cannot sustain itself as technology by itself tends to become alienated to the needs of the people, unless the citizens social fabric is integrated with it. ID card systems must create a balance in using technology for security applications versus technology for citizen centric applications. The future eID programs must have a card that incorporates multi-purpose applications with the ability to automate the citizens daily needs. The aim of this presentation is to give some successful examples wherein the requirements of the citizen are in tandem with the overall aspects of security and good governance."

Thus almost all the data that is required to create a proactive internal security regime is available in a number of databases owned by different organizations. In relevance to Homeland Security, The question arises whether this is enough or can we create synergy and derive maximum benefit from the data that is available? Technology must be able to provide information of an act of terrorism/serious crime before it can be perpetuated and the criminals identified to prevent loss to life and property. This requires input of information spanning a large canvas of mundane, social and commercial activities on a common platform. Once enough data is available then creating a profile of each family/individual and acts of terrorism and serious crimes etc. can be carried out, finally relating the two to create a pro-active methodology for prevention. This presentation discusses the various aspects of Homeland Security, Citizens Privacy and Data Security."
